I was already wondering how much the Development Company cost the taxpayers, given that there are no signs of activity and they have not even filled the vacancies on their board so far. If bureaucrats do not even manage to hire more bureaucrats, something is seriously wrong (usually this works fine, and is known as Parkinson's Law).
