I think the problem arises when you are drinking water from the vicinity of a permanent human occupation. As was the case with Ottawa's valley for me.

A century ago probably people drinking water were doing so from regions that did not have regular pollution from human wastes.

I suspect the present boiled water regions are suffering from unadequate treatment of sewage, thus polluting their own water supply.

So am I supposed to pay for their own pollution problems?
