What is relevant to NOT is if the Natives and Government can come to terms. Until that happens everything is at a standstill and no serious money is going to be invested in the region. In my opinion both the natives and governments are to blame for the situation, the natives for believing in Santa Claus and the government for pretending to be Santa Claus. It is time for both to face the truth.
