This is talk between the newly elected federal government and the 10 provinces and 3 territories which are semi-independent with varying views so it is not between political parties but governments, not an easy task to get everyone to agree. And yes the views of the new government are very different from the old one. You also need to remember that we do not have proportional representation like you do so the new party which has a majority does not have to take into consideration the views or policies of the old government, they can do as they please.
