Buying Shares in penny stocks such as KWG & Noront

Right now, we ( my husband & I) are buying our penny shares thru our pension investor which goes into a TFSA acct.... IS THERE a better / easier / cheaper way to do tnis! It cost us $175.00 in service charges to buy 4,000 kwg shares @ $0.04 per share... ANY advice...? Being on a very fixed income and small pension it would be nice to be able to buy a few more shares here and there as we can afford them without having to pay so much money...! :-(
