You have it wrong, it is not Noront's road. Noront's road is the E/W route.
What you are thinking of is what Noront inherited from Cliffs. Cliffs' road was only a last measure when they could not get the right to biuld a railway from KWG.

In my opinion all Noront wants on this aspect is to get it behind them and get into cooperative discussions with KWG about sharing a future railway BUT first is to get the E/W route into being.

The E/W route incorporates easier and probably less costly construction and quite probably serving more FN comminities. Hence a greater number of FN to go for it. After all it is the approval from the natives that will make this to happen, else all hell breaks loose.
