If the Chinese pull out of the ROF, and no rail is built, the companies will just have to ship ore by pipeline. They can use an ice road (winter road) for bringing in equipment etc.if no east-west road is built.

Remember NOT proposed a pipeline from EN to Webeque a while ago. this is far less capital intensive than either road or rail construction, although less useful for anything but moving bulk minerals.
