Project plan was and still is an excuse when it comes to commiting to support infrastructures for the Ring.

That plan is needed indeed BUT only when the money is to be handed over to the likes of the Development Corp. The Development Co provides a plan with associated costs and it is paid for but I say that it would only be a front payment with remaider at completion of projects.

As for the budget announcement all that is needed is a statement that up to a billion dollars will be available and will wait for plans submittal. Much along what Ontario has done ( question is - Is that Ontario money actually available?).

That is how i see it, mind you am often fog bounded.
