Ed, I don't think they planned for a four-lane highway. When roads are constructed, different factors come into play. A road with a heavy enough base for full resource loads isn't necessarily going to be wider. The extra lanes are for volume of traffic, not weight.

The highway from Edmonton up to Fort Mac (63) was two lane for years, as was the highway from the Yellowhead through Whitecourt and up to Grand Prairie (43). Both of those were fine for thousands of full weight and overweight loads, and the only reason they were eventually twinned was because the volume of traffic was leading to dozens of deaths each year.

People often talk about "infrastructure" into the ROF region, and sometimes correctly identify components of that infrastructure. But others forget that sometimes when talking "infrastructure" in general, that encompasses road access, power, and telecommunications/broadband. We're seeing lots of chatter about these individual components, but remember that some numbers being thrown about paint funding with a broad brush.
