Message: Building Canada fund

The fed budget yesterday had an unprecedented 8.4 billion for FN's. It was expected.

Now we wait for the rest....the detailed infrastructure announcements.

The east west corridor is slated to be finished by the end of the month....and according to Coutts could be extended up to a max of 90 days.

Then there is the issue of Muskegowuk and rail...

"Martin revealed that a Toronto-based rail investment group, TGR Rail, had the funding in place if the province was ready to give the go-ahead for the purchase. Martin explained that a new rail line could be extended beyond the existing ONR line that runs from Cochrane to Moosonee.

The Timmins resolution said the creation of a new rail link would not only see new economic development and growth for First Nations, it would also put Timmins in a prime situation to serve Ring Of Fire mining companies. This would also create the possibility that ore from the huge mining region could be processed or refined in Timmins.

“This is an excellent resolution. It’s an excellent initiative by the First Nations,” said Coun. Pat Bamford.

He said a new rail link would open up a large part of the region and enable things like groceries and other goods and services to be shipped in a much more reasonable price.

“Whatever it costs in a partnership from the provincial government — let’s say a billion dollars — that will be multiplied anywhere from three to 10 times in the province of Ontario because all of the product that would go into building this rail, including the rail cars, could be built in the province of Ontario,” said Bamford.

He added the rail idea is an “incredible economic development scheme.”

He predicted that once the rail initiative is formally announced, it will send mining shares through the roof in such a way that development of the Ring Of Fire will be assured."

Do you folks think Bombardier would enjoy building the rail cars in Thunder Bay...right about ...now?

"Federal: Will consider infrastructure application by FN and proponent to Building Canada Fund"

Hydro generators, including Hydro Quebec interested in meeting with Mushkegowuk to investigate hydro transmission /transportation scenarios from Quebec’s border

Recent political interest from Quebec and Ontario to consider the potential to transport energy from Quebec to Northern Ontario.

From personal experience with another stock....I can tell you that Chief coon Come...an |FN but also a Lawyer...seems to come out at the "opportune time" with a lawsuit...much like we just saw him lay on the Muskegowuk ......

This means that we would share the lands between us and occupy the lands on a semi-exclusive basis,” he explained. “We recognize and acknowledge that these lands were shared with other Aboriginal nations.”

"How a joint title arrangement would work when negotiating possible new natural resource projects in the area would be something that the different First Nations would have to figure out, said Coon Come. But current projects in the area, such as the Detour Gold mine, will be left to operate under the same agreements they already have in place"

Sohi said there is from $7 billion to $9 billion in infrastructure funding left in the Building Canada Fund that was not allocated by the previous government. The vast majority of the money in that pot is earmarked for projects with a three way split.

The minister said he wanted to get this existing money flowing quickly and would look at improving the federal approval process to make that easier to avoid missing another construction season.

The Fund works by making investments in public infrastructure owned by provincial, territorial and municipal governments, and in certain cases, private sector and non-profit organizations. Funding is allocated to each province and territory based on population.

------------------------------------------------------------------------------------------------

Cost-sharing

All projects funded through the Building Canada Fund are cost-shared, with the maximum federal contribution to any single project being 50 per cent.

Generally speaking, municipal projects are cost-shared on a one-third basis—the maximum federal share is limited to one-third, with matching contributions from the province and municipality.

For projects where the asset is owned by a private sector entity, the maximum federal contribution is 25 per cent.

In the territories, funding is administered through the Provincial/Territorial Base Fund

Let's wait and see what news we get from the left over money from Building Canada fund.
