If my memory serves me from the days of road vs slurry pipe, Noront's cost for road was about 280 million and pipe about 120 million. Obviously costs rise over time. Also it could be a case of comparing apples to oranges, meaning one road could be paved, or even two lanes per direction while another only a gravel service road.
I am still scratching my head to account for the differences.
