It is an interesting article but like most everyone they misunderstand the issue. The private sector will not invest anything in the ROF unless they can make a profit. That is one of the reasons Bell or Rogers have not already put in broadband for the reservations, no profit potential. The natives have so many stings attached to any development that there is no hope of anyone making a profit or of the government recovering their costs. Until that changes nothing will become of the ROF.
