The Canadian government is not going to pay for a railroad, in my opinion. They may pay for a portion of the costs of construction roads and other important infrastructure (electricity/telecom) and perhaps they'd even throw in a token amount of assistance for loan guarantees for certain players. But I can't see them giving away money for the railroad. If they're going to spend money up there, it will be on items being seen to benefit FN's more directly. The biggest benefit of a railroad is for ore extraction, which means that it must be paid for by corporate interests. All other items that I mentioned provide social benefits, so the feds would get a lot more mileage out of that type of spending, if you'll pardon the expression.
