BUT that is also contingent on a few problems with the Ring to be solved for such an investment to be likely.

Namely, at least a road to the Ring and the demands of the native communities have to be known and finalized. No one wants to take risks with an unknown entity that may bite back. Hence cause for some of the delays.

May I suggest ( for the Nth time) that the natives may be giving cause/excuse for both governments to delay.
