I have a vague memory and the discussion was a result of the delays and to seek alternatives until when ever. Not entirely dismissed just that is a vailed disguise of what to do as long as there is no all season road.
Secondly, no stock piling or transportation on winter roads if there is no mine and no mine without permits.
So in effect in limbo, i.e. equivalent. Frustrating Eh?
