This may be logical to you and me "move everyone to where the services and infrastructure are already available." but that is not an option when it comes to the native communities. If it was then they would have moved a couple generations ago.

Same applies to - "money you would have saved not buying it at all."
So by that logic the road or rail should not be built and leave things as they are, this way we the tax payers save the most.
