There is a big difference, China has come from far and they need time to upgrade their governance like US and Canada took decades for this. We may be a bit more skeptical about regulations in the Western world, does it really work well for all ? Seems lots of laws is to depress larger groups of people and benefitting a Tiny small group at the top. In this case one does Not want to delay any further development than the Discovery itself over black-box governance. It is a shame that NOT has Not yet receives its Environmental permit for instance. A lot of work has been done for what ? Never smother in governance and 'rules'. You can only keep the governance if you actually do something. Doing Nothing is easy, too easy.
