BUT should the same federal money be spent more practically then even the political will to help out with water problems would also be partly solved. Meaning to add, there would be less room for incompetant maintenance of water treatment facilities because it would be easier to get qualified people to come and maintain.
Last, water is more important then all the other problems that plague the communities?
I say no, they all are more or less equal. Providing basic infrastructures eases all of the
problems instead of one.
