Outotec needs to sell a ferrochrome plant to someone in North America, ideally Canada if we expect the Chromite in the ROF to be developed. There is no way the ROF can compete with Africa as a supplier of chromite for that plant being built in China. One way to get that to happen is to impose duties on stainless steel coming in from outside North America.
