This is a perfect example of why no one can come to terms with the natives. He says at the end that the start point is the prospectors and developers however at the beginning he says developers are not the people who start the mines. So what does start mean to them? There is no reason that they cannot buy shares in a mining company and make money the way everyone else does. If they have money to buy an interest in Ontario Hydro then they can also buy Noront stock and be in at the start.
