Another thing that I noticed in Coutts' reply is:

continued exploration success puts pressure on governments to support the development of infrastructure

I suppose it says nothing is in the make, the government still needs pressure to do anything at all...sheesh...

But then, he also speaks of 'exploration success' :-)
