My interpretation of:
"In terms of the First Nations, this is an absolutely
crucial part of our commitment: to make sure that
decisions that are made related to what will most directly
impact their future development are made also by the
First Nations themselves."

That the Ontario government is walking on broken glass with their 'Getting It Right', having a hard time getting agreements and concensus from the natives. No back bone on the part of politicians who with all this wasted time and money should impose decisions in times of exaggerated demands.
Imho, This is where the delays originate.
