 That is easy to say and in many ways true, however the underlying problem is the natives in the ROF have no concept of what is required to get money. They only see what they think everyone else has and they want it. They do not know that there are people who are not on the reservation who are worse off then they are. They do not know that most people have to work hard to get what they want. They think that they only have to "shake the tree harder" to get what they want.  Who's fault is that? It is partly our fault for setting up and supporting a reservation in the first place and it is up to us to solve this problem. However it is not going to be solved by simply throwing more money at it as we ( the governments) seem to want to do.
