A road has to be build along with the railraod.  Can u imagine the uproar if any drunk or incapacited drug abusing native gets hit by a train walking or sleeping or  passes out along the railroad tracks.   

Not all natives are the above, don't get me wrong, sorry if you think that's a bad description.  However, trains have killed a lot of people without the necessary safety in place. We need both a road and rail.
