But out of tactical reasoning - why are they not even able to set aside a fund of - 10-20mln shares to use for exactly that purpose?

Why dilute every single time.

Let`s not forget - this group of "leaders" almost tripled outstanding shares (dilution >200mln shares over several years) - effectively robbing everyone whilest ousting Dick Nemis and not performing AT ALL for several years - but alas paying out bonuses graciously to themselves.

Hearing the names of Parisotto & Co in any company is a knock-out criterium and should be. It's not the first company they robbed.
