What is wrong as I see it is that another study is more distraction from a definitive road decision. This subject has been studied to death and only thing lacking is a clear headed bureucrat to realize it and make a formal decision.

A to Marten Falls, I wonder why them? Why not this agreement with Webequie? after all the Ring in more in Webequie territory then Marten's.
