Canadian Stimulus Fund Ltd is likely just a front name or company for large pockets, as Babjak is suggesying. But I can not believe for the life in me in the following statement:

"However, certain members of the federal government in no uncertain terms has told this company that their investment is not wanted, as job creation for the north was not needed."

How could anyone make such a statement and be credible?

Only possibility that could be credible is that this Fed representative is of the opinion that foreign investment ( i.e. ownership) is not wanted and this fund represents foreign.

My answer is - If you do not want foreigners then get off your kister and do the funding yourself instead of impeding others.
