I think that fixing an occasion for an announcement would probably point to positive news. A negative development, I would expect, would rather surface in a gradual kind of way, because a politician would not like to stand up and be seen by everybody with that kind of thing. However, it is also possible that we get an announcement of the kind "We are fed up with all the obstruction now and we are going to do something, even if you don't like it". 

Anyway, as long as it is interesting, I can say I am getting something for my money...
