Like your thinking.....

I guess it is possible that this under the radar announcement, when all the tribes had not really signed on, might have been been due to pressure from her buddy Trudeau so he could get this project going in the background?  Really just had to take this first step to get the ring rolling.

As Trudeau and his ministers never tweeted even a congrats it might signify they are saving the thunder for another day when the 'real' ROF announcment will come.  At this time I expect the press will be given notice to show up for the event and everyone in Canada will know what the ROF is.
