So webequie is to select the particular Route to the ring. That is what they are to determine and not as to whether the road is to go in.

If it was just between the two nations and Ontario then I would say 50/50.

BUT Martens was there and if Martens agreed to a road going in and they are in no uncertain terms saying so, then the other two must have also agreed to their own road. Only the particulars remain to be determined.

There is a heaven and earth difference between a road going in and the specifics of the route that it would take.
It is a lie that one is the same as the other. The answer to me is obvious.
