To me the fiber is bribery. The money goes to a FN company and they are the ones doing the work.

My (un)educated guess;
Fiber cost per mile = USD 20.000 800KM = 500 Miles X 20 = 10M
A distribution point per community x USD 40.000 So maximum of 1M ?

This still leaves a lot of room to do the connections to the individual homes.

Another example; 
The cost of connecting 150.000 homes in Texas was budgetted at 84M!!!
