As i believe you have long suspected, stainless steal additives combined with steel making s.steel application-specific and cost  differentiation-ors, will ensure a growing NA-based integrated stainless steel-making market in Canada/US.  ie NOT/KWG in the RoF.

The control and consolidation of the additive suppliers associated with acquisitioners/control by potential bidders of a merged NOT-KWG.

Arcelor- Mital fits the criteria.
