Would be shocked is Winn Govn't doesn't mention RoF in this years budget. But if it's not consider the following:

If the Ring was in Quebec would this resource have been developed by now.

Maybe NOT should consider courting the Caise de Depot, Que. Pension Fund etc. It worked for Bombardier,
