Thx Hoov for your input in abolishing my confusion over these terms.  Your assessment also seems to tie in with Coutts impression. It appears most of the engineering has already been done and is supplied to the proponents.

However, in this case, the province has asked the communities themselves to be the proponents, which means they'll be "deciding themselves what the road looks like, where it goes...and they will be doing the environmental assessments themselves," Coutts said.

However, that doesn't mean Noront is completely out of the loop.

With a lot of information based on work the company has done previously coupled with the environmental and engineering design data they acquired from the purchase of Cliff's Natural Resources in 2015, Coutts said Noront has "a lot of information that was gathered in those road corridors," that could help the communities throughout this process."

It seems the delay from expected timelines is likely due to the Matawa being tardy as we have seen their lack of ability to get things done in a timely manner in the past.

In short I guess the EA, road alignment and all details come in the same package and this could be at any time now.....and very likely before the June election.
