Noront VS Aurora Cannabis

I doubt Aurora Cannabis has the potential to make as much as Noront can make once the road is in place.

Aurora Cannabis currently has a total of 951,408,350 Shares outstanding, whereas Noront has 361,913,753 .

Aurora is currently at $8.19 per share, which would equate to Noront at around $21.53 /Share. It wasn't too long ago that Aurora hit $14/share (Noront would be worth $36/share.) This all before the legalization of pot and before Aurora has even turned a profit.

Am I out to lunch to assume Noront's potential is actually more than Aurora's? Could Noront reach these type of numbers before production? Or is my head in the clouds and I should have invested more into Aurora......
