This has always been my belief.

However... giving Mike an out would be Glencore owns the property in Timmins that Noront may decide to build the ferrochome plant in the future.. 

The are probably in discussions with property owners and that being the referance by Mike.

Further note... There is upgrading of gas lines and new lines being installed few miles east of proposed site. I visually confirmed this myself. Being in that area a couple weeks ago. Not sure what they are for.....
