Babjak, I’m always in awe of your excellent research and your knowledge of this subject and at my age, a little jealous of your good memory.  I fail to see how the water treatment plants have anything to do with igniting the ring.  I see it as Trudeau fulfilling an election promise and doing the right thing for the indigenous people.  It is the right thing to do.  We all deserve good drinking water. Yes, I do believe they would expect tax payers to pay to fly in a tech if service was needed in one of the plants.  In fact, I think they would expect a fly-in if it was something as simple as a leaky washer on a tap.

As for the roads, I get your point but this is taking way too long and is way too frustrating.  I still have my doubts that Ford is putting much of an effort into this project.  There just seems to be something going on that we don’t know about.
