Money in never offered with no strings attached...
" SUMMARY
Canadian Stimulus Fund Ltd. Is basically a company that invests foreign money in Canada and the US. They are currently working on a project to bring foreign investment moneys to Northern Ontario. the project would see a minimum of $400 million and up to a maximum of $2 billion of in investments for Northern Ontario per year. They are asking the province to consider investors who invest a minimum of $1 million to be given permanent residency.
The moneys they receive from investors have to go to projects that create employment with salaries of $50k per year or more for a minimum of 12 months. Communities can access these funds as long as the projects follows their job creation requirements.
There is currently a similar stimulus fund in Toronto called “Toronto Global” which received public
monies for start-up but Canadian Stimulus Funds is not asking for any funding, only a letter from the province stating that it would consider investors for permanent residency."

...so perhaps therein lies the rub (i.e. they are deliberating the Investor PR program) ...or is the delay just the usual government ineptitude?

"The federal Immigrant Investor Program is closed. We’re no longer accepting applications for this program." (Ref:https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/investors.html )
Is the Canadian Stimulus Fund Ltd seeking re-institution of the above program that has been closed?
