But where is there a plan, that has perhaps 3-10 steps that speak to all FN needs.

 

Perhaps a plan that has a start / end that meets the priorities on a 1st,2nd,3rd priority etc basis to cover FN / development of the Ring needs. In any project I have been involved in covering Inernational needs, it was not always possible to satisfy all needs at once. But buyin is possible of all if its approached right. 

 

A plan in my view should cover all needs. 

SO to the challenges to Rickford, where are these 2 bands in the overal plan.

 Just saying...
