The article you posted mentions exporting some of the  steel output to china.

exporting  chrome or ferrochrome is not mentioned.

"Some of the steel output for the complex has been earmarked for export to China"

as far as South Africa having stable energy supply, if a licensing deal was done with KWG and Natural gas was used, it would be no problem.

Look at the Glencore-Angola, LNG deal below from last year.
