Yes, but is it history repeating?  Noront seems to have an odd history of several moves in the past eight years where the price seemed to go down significantly shortly before major news was released.  Maybe someone is trying to clean out all the stop-losses.  If so, they're doing a mighty fine job of it.  They could probably punch it down to 16 cents at the rate they're going!  Hopefully that doesn't happen though.
