Not due to the sp, but no smelter because no transportation route. And transportation is based on the local communities getting their act together.
Governments are unwilling or unable to push through what is needed.

However:
Once transportation is announced, and more so after road is started to be built the sp will reflect it, AND some of us will be surprised as to how much of a rise.
Then investors will flood in, no worries.
