What is Noront's problem confirming the smelter location before any road announcement?

The smelter decision is actually quite easy to determine using the following deduction:

Trudeau (Lib) in power, Lib  MP Sheehan Sault Ste Marie, Ndp MP Angus Timmins

Result: winner SSM!!  The province is waiting on the Feds.. and will line up the ducks quickly.

Deciding to wait for a road announcement will have absolutely no bearing on the location...but politics sure as H does....

Major concern: Justice Minister debacle...
