Tin Man I am no electrician, had some fundamental electrical courses cause am retired electronic engineer, but to partly answer your question.
Access corridor and towers are the basis but power, if available for a start, can be limited by the size of the cables on the towers. More power can be carried because they are designed conservatively so small increases may be possible. But not significant increases. Just look at the fact that current flowing through copper produces heat ( due to resistance) hence the cables get warm or even hot if the designed capacity is exceeded. Exceeded in an emergency but never run 24h daily. Also to consider that heat is the enemy of insulation on those cables.
Ok a lot of wind so does not answer your question directly, just factors that affect the result.
Off the cuff, I say Yes, provided that an extension is built to the Ring.
Herbertwiebe was a stock holder, hopefully he still is and here. He is/was a line-man for Manitoba Hydro. He may be able to give a more definite answer.
