I've been thinking about the EA's for the webequie's supply road project( webequie to the ROF)  and the marten falls All-Season Community Access Road that will connect Marten Falls First Nation to forestry access roads near Painter Lake located north of Nakina, Ontario

The EA's can actually be dramatically shortened if "someone" wanted this from what I am seeling.

The disposition, by the Ministry of Natural Resources, of rights to Crown resources to allow the annual construction, maintenance and use of a winter road from Peawanuck to Fort Severn along a route on Crown land including lands within the northwest portion of Polar Bear Provincial Park, for the transport of supplies to the Weenusk First Nation in Peawanuck;

1. Weenusk First Nation community in Peawanuck would experience a delay in obtaining improvements to their living conditions for at least another year, resulting in significant economic and social hardship;

Mitigation measures and best practices are based on best available information and expertise from across Canada. The proposed winter road will follow an existing trail reducing the footprint of the road. The Ministry of Natural Resources is committed to monitoring potential impacts of the road.

The time required to complete a Class EA would have delayed construction of the road for at least one year.

The community of Peawanuck is pursuing "green" technology and intends to transport wind turbines into the community this winter in order to reduce their reliance on diesel powered electricity.

If I understand this correctly, the province could do exactly the same if it was desired to have the Webequie and Marten Falls  EA's  expedited

It too could be argued that in the case of Webequie and Marten Falls the  EA's would result in these reserves experiencing  a delay in obtaining improvements to their living conditions for at least another year, resulting in significant economic and social hardship;

Notice how the Community of Peawanuck FN was pursuing green technology...and the transportation of such heavy stuff....

To me it looks like the use of a "disposition card" can dramatically change timelines..of all sorts.
