35 people protest in Sudbury...and Noront states.. a critical factor in chosing the location of the melter was ...assessment of community acceptance of hosting the facility...so Sudbury was out.

Noront Resources Ltd. has entered into agreements with Algoma Steel Inc. and Hatch Engineering in order to advance further development of the Ring of Fire project.
The agreement will see Noront enter into a 99-year lease of a 100-hectare brownfield property just west of Algoma’s existing operations - a parcel of repurposed land that could potentially serve as the site of a ferrochrome production facility - pending a five-year period of environmental assessment and public consultation.

Algoma has signed a five-year, renewable option to lease a brownfield property in Sault Ste. Marie for 99 years where a ferrochrome plant will be established. Noront will also issue 750,000 common shares and 750,000 warrants to Algoma.

much like Outokumpu's stainless plant in Calvert Alabama located adjacent to Arcelormittal's plant, I believe it will be Outokumpu located west of Essar Algoma on that leased land.
The articles below are worth a re-read. My opinion was and still is today..that the smelter will be in Timmins.
