Elon doesn't need a letter. As you said, it is retail that wants the letter to be sent. Elon is NOT stupid. The boy does his homework, or pays someone to do it for him. He knows where the nickel in North America is. So, I am 99.9% certain he knows what a "Noront" is. IMO, and my opinion only, Noront has done its best to downplay its deposits for years, instead of actively showing them off...At least to the media. What they do at conferences to attract selective people is beyond me. In fact, if I was Elon I would send secret proxies to these conferences. So this act of Elon's is just him smirking, and playing dumb.

But with Noront's keeping us hidden, or being told to stay quiet, this has been to the detriment of the stock, and to its shareholders.  Only those who can afford to stay in the game, or know what the endgame is, are still around. My best guess is that their institutional shareholders, and who knows Elon could be one, know more than us little fish, so they are not as worried...But we all feel that RCF, and Frano Nevada, are calling the shots..And IMO, for some reason, they have told us to stay quiet...So that is where we are, and will be, until we are given different marching orders.

Name of the Game (IMO):

Don't stand in a crowd and tell everyone how rich you are, or about to be. This illicits excitement, and draws attention to you, which in the end might just get you robbed; Rich 101.
