With a $5M investment, just imagine how many 2nd year college research projects we can fund! Probably at least two or three! 

Big, big news, Canada! lol

(I say we leave it to industry, this amount of 'spending' is embarassing, and will never result in an electric car). Try $5B for infrastructure, and get back to us on the friggin' road.
