Doubt very much that Wyloo would accept a minority position in any partnership.  Also, IMO believe there are fairly good number of present day holders of Noront that would be agreeable to sell some of their holdings and retain a good portion looking to reap the potential massive financial benefits that the ROF offers in the years ahead.  Retirement planning 101.  Wyloo offers this option. Surprisingly BHP does not.
