Looks like if you do nothing it means you are in favour of deal and elect to receive 1.10 for your shares. If you want to keep some of all of your shares you must elect to do so.  The day before the 15th of March Noront will let us know how vote is going. You then have 10 days to change your mind.  This is my take. Comments please.
